In its latest weather bulletin issued 11 pm Monday night, PAGASA has upgraded its public storm warnings. There are now 16 Mindanao provinces under Signal No.3.  Cebu is now under signal No.2.  The typhoon is expected to make landfall in the eastern portion of Mindanao a few hours from now.  Cebu started to experience around 12:45 pm. Residents are advised to prepare and monitor the situation.
