Graft case versus Cebu Gov. Gwendolyn Garcia filed before the Sandiganbayan

Ombudsman Conchita Carpio-Morales has approved the filing of charges against Cebu Governor Gwedolyn Garcia in connection with the purchase of submerged land that was part of the Balili property that was bought by the provincial government for 98.9 million pesos. Garcia was charged with two counts of graft and one count of technical malversation before the Sandiganbayan. Also charged with one count of graft were: former Provincial Board member Juan Bolo, ex-chairman of the Cebu Provincial Appraisal Committee (CPAC) and Provincial Assessor Anthony Sususco, CPAC members Roy Salubre and Eulogio Pelayre, former provincial budget officer Emme Gingoyon, and Amparo and Romeo Balili.

The Balili property is located at Tinaan, Naga City. The 25 hectare property has large portions that are submerged under seawater. Based on the complaint the Ombudsman accused the respondents of  “committing the offense (graft) in relation to their respective offices, while in the performance of their functions and taking advantage of their positions, with manifest parliamentary and evident bad faith, acting together, conspiring and confederating with one another and with Amparo Balili and Romeo Balili, did then and there willfully, unlawfully and criminally cause undue injury to the government in the amount of ninety eight million nine hundred twenty six thousand eight hundred pesos….Consequently giving Amparo Balili and the estate of Luis Balili unwarranted benefits in the same amount when Garcia entered into a Memorandum of Agreement dated 21 April 2008, for and on behalf of the Province of Cebu, with Amparo Balili and the estate of Luis Balili, represented by Romeo Balili, for the purpose of a portion of the Balili Estate with a total area of 249,246 square meters.”

A bail of P30,000 was set for each charge.

Governor Gwen Garcia is part of the Garcia clan that is well-known to be big allies of ex-President Gloria Macapagal-Arroyo.  She is one of the potential candidates for senator under Vice-president Jejomar Binay’s United Nationalist Alliance (UNA) in the May 2013 elections. She will deliver her final state of the province (SOPA) address today after serving as Cebu’s governor for nine years.  She apologized for the fiasco in the press conference 3 years ago.

2012 UAAP Juniors Basketball: Pingoy leads FEU Baby Tamaraws to a win against Blue Eaglets

The hostilities has started in the 2012 UAAP Juniors Basketball Tournament. Grabbing early wins were defending champions NU Bullpups, Season 74 runners-up FEU Baby Tamaraws, Adamson Baby Falcons, and the UST Baby Cubs. The Bullpups beat DLS-Zobel Greenies, 80-74.  The Baby Tams subdued the Ateneo Blue Eaglets, 69-58. The Baby Falcons outlasted the UE Junior Warriors, while UST  survived UPIS, 77-73.

Exceptional performers in the opening games were:

Season 74 Finals MVP Ralph Atangan of NU – 25 points 6 rebounds 3 assists

Season 74 MVP Cebuano Jerie Pingoy – 17 points 7 rebounds 7 assists 3 steals 2 blocks

2012 UAAP Basketball: UST exploits Slaughter’s foul trouble to win against Ateneo

For 12 straight games at the University Athletic Association of the Philippines (UAAP) basketball tournament, the UST Growling Tigers lost against the ADMU Blue Eagles. For the first time since August 4, 2007, the Tigers beat the Eagles.

The Blue Eagles who are gunning for their 5th straight title dominated the first half of the game.  They led by 15 points at the end of the first and second quarter. Their solid lead however was easily wiped out in ten minutes as the Growling Tigers came clawing out of the dugout and outscored the 4-time defending champions 30-11 in the third quarter.  Comeback kid Aljon Mariano scored 13 of his 21 points in the decisive quarter to even singlehandedly outscore the vaunted Ateneo Blue Eagles. The Tigers also controlled the final period and took a 69-62 lead going into the last 2 minutes of the game. The Eagles made a last-ditch rally to try and salvage the game as they made a 5-0 run behind a three-point basket by Juami Tiongson and a putback by Kiefer Ravena to bring the Eagles within 2, 67-69.  Karim Abdul answered for UST by scoring on a drive to bring up the lead to 4 and make it a 2-possession game with 10 seconds left.  The Tigers celebrated too much and too early that they allowed Tiongson to hit another long range bomb to cut the lead to just a single point with 5 seconds left. Ateneo, however, was not able to make a quick foul as they were able to foul Jeric Teng with less than 2 seconds left. Teng missed both of us free throws but Greg Slaughter cannot corral the rebound in time for a desperation attempt. Final score 71-70 in favor of the University of Santo Tomas (UST) Growling Tigers.

Aljon Mariano had 13 boards along with 21 points to bag the game’s scoring honors. The Jeric pairing of Teng and Fortuna came up with 27 points and 12 rebounds between them. Big man Abdul had 14 points, 5 rebounds and 2 blocks to somehow outplay Slaughter who just finished with 9 points and 5 rebounds after being hounded by foul trouble in the second half.  2011 UAAP Rookie of the Year Kiefer Ravena led the Eagles with 19 points while 2011 UAAP Finals MVP Nico Salva had 17 markers with 8 rebounds. Cebuano Christopher Sumalinog contributed 4 points in the loss. With the result, both teams are now 1-1.

UST’s next assignment will be against the UP Fighting Maroons on Saturday while ADMU will try to get back on the winning track against the NU Bulldogs.
